For me this has to be Captain Black but The Hood, Titan and Zelda all come a close second. Masterspy from Supercar is also one of my favourites.:)

Aquaphibians. Thick but up there with Doctor Who's Sea Devils, Silurians and Zygons.

Captan black for sure, evil and creepy, can't be bargined with and has no consience. The only thing he wants to do is kill you. :)

Being the robot fan I am...anything robot. The Granatoid Tanks and the robot henchmen in the one episode of Supercar. Then, closely followed by the Hood.

Well you can't not love Masterspy and Zarin! Adorable yet viciously evil! X-20 is great too! I love the villains' side-kicks more than the villains themselves! Why don't they just hire someone who can actually do the job!

Captain Black - he was well scary. I loved how he looks normal, then when he becomes a mysteron agent he suddenly has an evil frown, stubble and dark eyes!

I was 8yo when Captain Scarlet first aired and the haunting image of Captain Black in the cemetery during the opening credits stayed with me for many years.

Why don't they just hire someone who can actually do the job!Yeah - X20 and The Aquaphibians are equally as evil as Titan is. Both Fireball XL5 and Stingray had some great characters out to dispose of Steve Zodiac and crew and Troy, Phones & Marina in Stingray.:)

Ill agree with the Aquaphibians, I remember jumping when I first seen them in the corner of these 2 shots, I never noticed them at first but when I did I still remember being scared as a kid :)

Captain Black was certainly one of my favorites. I like some of the things they did in The New Captain Scarlet, eluding to the fact that he was working on his own against Scarlet but ultimately was having his strings pulled by the Mysterons. Also liked the episode when he broked free from the hold on the Mysterons for a short while.
The Hood was funny. At times he seemed to be a threat but other times he would go on about his plans but it was obvious he was all alone and was in dire need of minions. He was a do it all bad guy.

Either Titan or The Hood. Love The Hood's glowing yellow eyes with his megasized eyebrows!!!!!!

Modesty forbids me from nominating myself but let's just say that if you don't vote for me then I might have another go at splitting the world in two. :(

Supercar - Masterspy
Fireball XL5 - Space Monster (sharp teeth and gas gun)
Stingray - Surface Agent X20
Thunderbirds - The Hood
Captain Scarlet - Conrad Turner
Joe 90 - High Priest (Child of the Sun God)
Doppelganger - Dr. Kurt Hassler
Secret Service - Lady Martha
UFO - Turner (Timelash)
Space 1999 - Commissioner Gerald Simmonds
Terrahawks - It-Star (honourable mention for the disturbing MOID)
Space Precinct - Roger Lefkon (Co-Executive Producer). I don't really know the characters in Space Precinct but from what I have heard none of them were worse than RL!
New Captain Scarlet - Obviously, Conrad Lefkon but if you take me out then that Mrs MacKenzie (Trap For A Rhino) would make you think twice about visiting your grandmother!

1. Captain Scarlet – Captain Black, of course.
2. Terrahawks – Yung-Star. He might be a baddie but he’s also very polite…and not too smart.
3. Fireball XL5 – Aphros from Prisoner of the Lost Planet

I like the way that in NCS the Mysterons' eyes momentarily glow green - something which didn't happen in the original series.:)
